Followed up on job application and discussed salary with startup employer

I interviewed with a startup about a month ago and after a week and a half of waiting, I followed up and they expressed that they liked me and would update me on next steps. I didn’t hear back until I mentioned I had received another job offer but was still interested in them. We had a chat today that lasted around 20-25 minutes where we discussed salary expectations, remote work, and my availability. At the end of the conversation, the employer said something that left me feeling uncertain. They mentioned, "Just a word of encouragement from me, if we decide not to move forward with you, I’d encourage you to keep applying because we’re expanding." They promised to get back to me this Thursday after discussing things with the founder on Wednesday. I’m feeling a mix of hope and confusion; the conversation seemed positive, but I’m unsure about the implications of their words.
