Deciding Whether to Email Hiring Manager Directly About Internal Position

I found a position at my current company that I am really excited about, and I noticed that it lists the hiring manager's contact information. Typically, I would expect a recruiter to reach out to me first, even for internal positions, before connecting me with the manager. However, I'm considering whether I should take the initiative and email the hiring manager directly to express my interest in the role. I'm unsure if this is the right approach or if I should wait for the recruiter to make the first move.
