Submitted application to plumbing company; asked to complete in-person paperwork

I recently submitted my application to a plumbing company and was surprised when they reached out asking me to come in to finish the application in person. I'm a bit confused because it seems like they want me to meet with staff just to complete the application process, and this isn't an interview. I've been working in office roles for construction and education for the past 10 years, and I've never encountered this before. The location is about 30 minutes away, and with gas prices at $5.29 a gallon, I really don't want to waste a quarter of a tank just to fill out paperwork, especially since I'm currently doing an internship in the opposite direction after being laid off. Is this typical for companies to require in-person application completions? I could use some advice on how to approach this situation.
