Frustrating experience of a rescinded 22% raise after four years at my job

I recently experienced a frustrating situation at my job where I was offered a 22% raise, only to have it rescinded the very next day. I've been with the company for just over four years, and during my annual review last month, my manager praised my performance and highlighted several successful projects I had led. I was thrilled when HR sent me an official compensation letter the following day, confirming the raise, which would have been the largest increase in my career. I even celebrated with my family, feeling secure about my future with the company. However, less than 24 hours later, I received an email inviting me to a meeting with HR and my manager. They informed me that there had been an 'error' in the approved raise amount, which exceeded the budget for my position level. They apologized and explained that the document should never have been sent out. The new offer they presented was about half of what I had originally been promised. I pressed for clarity on whether the first letter had been properly approved before it was sent, but I didn't get a straight answer. They simply reiterated that a mistake had been made and that there was nothing they could do about it. What upset me the most wasn't just the loss of the raise; it was the entire experience of getting an official document, celebrating my achievement, and then being told it was all for nothing because of a miscalculation. I've dealt with raises before, and I've had them denied, but I've never had one awarded and then taken away so abruptly.
