Navigating a tough conversation about pay and career stagnation with my manager

I had a tough conversation with my manager yesterday. I was called into the office because he noticed I seemed to be in a mood. When he asked what was going on, I opened up about my frustrations. I used to work as a technician and was making £3 more than my current warehouse position, which pays just above living wage. I explained that I feel stagnant in my role and that the upcoming pay review will likely only yield another small increase of 3-4%, similar to last year. I mentioned that I've seen jobs I'm qualified for advertised at £30-£40k, and even similar roles to mine are offering £2 per hour more. He acknowledged my frustration and said he would feel the same way if he were in my position. However, I couldn't quite tell if he was being genuinely supportive or just dismissive. Based on some feedback from others, it seems like he might be pushing me to leave without directly saying it. A few people suggested that if he really wanted to keep me, he would have offered more than just sympathy about my pay situation. It’s a bit disheartening, but I think it’s time for me to supercharge my job search.
