Considering a Senior Scientist Role at a Large B2C Company Amid Layoffs

I'm currently a research and development scientist at a major food ingredient company, and I've been feeling the pressure from ongoing layoffs and restructuring. Over the past two and a half years, we've faced three layoffs and one major restructuring, with another layoff looming in the commercialization team alongside a hiring freeze. It's disheartening to see six colleagues leave our department in just the last six months, and none of those roles are being filled. I've taken on additional responsibilities after my manager left, but my salary increase was only 6%, which barely keeps up with inflation. Recently, I received an informal job offer from a connection I made during my PhD. This new opportunity is with a large B2C company that is actively creating new positions, including a senior scientist role. While the salary is only 2% higher than what I currently earn, the cost of living is significantly lower in that area, and they offer more PTO and sick leave. I'm at a crossroads and wondering if I should make the leap if the job offer becomes formal.
