Navigating pay discrepancies as a new CNA at a dementia facility

I recently started a new job as a CNA at a dementia facility after securing an interview last week. I was offered an hourly rate of $21.67 based on my 10 years of experience as a caregiver, which I was thrilled about. However, during orientation today, the facilitator couldn't find my original offer letter and had me sign a new one that listed my pay as $17.00 per hour. I immediately raised the issue, explaining my experience and the original offer. She confirmed that the higher rate was valid but mentioned it was contingent on having an active license, which I was never informed about. Now, I'm left feeling overwhelmed and upset, as I've already budgeted for the higher rate. I’m waiting to hear back from them tomorrow, but I can't shake the feeling that I might be overreacting. Am I wrong for being upset about this situation?
