Navigating a frustrating job offer delay while considering a better opportunity

I’ve been in a frustrating situation with a job offer I accepted two months ago. After completing all the paperwork, I was given a tentative start date of July 1st. However, it’s been a month since then, and despite sending three emails, I haven’t received any updates—no acknowledgment or even a simple 'we’re still waiting on HR.' Recently, I noticed a new position opening up in a different branch of the same company that aligns better with my skills and offers a higher salary. I’m torn about applying for it since I’m already in their system and don’t want to seem ungrateful for the initial offer. Should I just go ahead and apply, or would it be better to reach out and inform them that I’m considering other opportunities?
