Navigating Job Offer Delays After Accepting a Counteroffer for $70,000

I've been working at my current company since July 2023, starting at $16/hr. In February 2024, I was promoted to lead and received a raise to $20/hr. The past year has been tough for my partner and me due to their chronic illness, which has affected their ability to work. I've been trying to manage my hours and take on overtime without overexerting myself. In early May 2026, I approached my boss about a potential raise, given my positive performance, but was told it would be discussed with the executives. Months went by with no updates, and I started looking for new job opportunities to make ends meet. I found a new position that offered $30/hr and needed me to start immediately. I brought this offer to my current employer and indicated that I would leave unless they made a counteroffer. They did, offering me $70,000 annually, which I accepted. We signed the paperwork on September 4, 2026, with the effective date set for September 7, 2026. However, it's now been six weeks, and all I've heard is that my title and pay change are "still in the works." I'm feeling the financial strain and am considering submitting a report to the Department of Labor if I don't see any progress by week nine. I'm looking for advice on what steps I can take legally at this point.
