Navigating ethical concerns as a bookkeeper/admin in local government

I currently work as a bookkeeper/admin for a small local government in Colorado. I've been feeling increasingly uncomfortable with some unethical practices happening in the office. Despite my efforts to notify leadership about these issues, they continue to ignore my concerns. For instance, they've allowed an employee to take home a government vehicle for commuting, claiming he would respond to public service calls. However, he hasn't responded to any calls in six months, and there's no formal agreement in place for him to do so. As I'm responsible for payroll and compliance, I'm worried that this could come back to haunt me, especially since I've documented my attempts to raise these concerns. I'm considering resigning due to these ethical violations, but I'm uncertain if I would qualify for unemployment benefits if I do. I know there are whistleblower protections, but I'm not sure if my situation qualifies. I could really use some advice on whether resigning for these reasons would affect my eligibility for unemployment.
