Navigating a Job Offer Dilemma After 10 Months of Unemployment

Today, I found myself in a tough situation regarding a job offer I received. After being unemployed for 10 months following the end of my 1-year contract at a Canadian utility company, I finally got an offer from them for the same position again, this time for another 1-year contract at about $70k, which is similar to my previous salary. While I enjoyed my time there and liked the team, I’m hesitant because I’ve also been interviewing for other positions that seem more promising. Currently, I'm in the final stages for two other roles: one with another utility company that offers a permanent position at around $90k, and another with the city for a 2-year contract also at about $90k. I had my director interview for the utility company last week and should hear back soon, while the city role has moved to the next step, but the process is slow. The dilemma is that Position 1 is the only solid offer I have right now, but I really don’t want to accept it and then leave shortly after if one of the other offers comes through. I worry about burning bridges, especially since the hiring manager knows I’m still in the running for other roles and has indicated it’s okay to reject their offer. I even asked for an extension to consider it while waiting for updates from the other companies, but I need to make a decision by the end of this week. I’m leaning towards rejecting the offer and hoping for the best with the other two, particularly Position 2, but I’m feeling the pressure. I could really use some advice on how to navigate this situation.
