Concerns about job security and team dynamics amid company restructuring

I currently work at a company that seems to be heading towards significant cost reductions. I've noticed a concerning trend since our new CTO joined; many senior directors have been replaced, and it feels like there's a shift in our team's structure. Our team is split between Oregon and India, and it's clear that the Oregon team, which is primarily made up of individuals who share the same ethnicity as the CTO, is being favored. The Sr. Director has openly stated that they can hire cheaper talent elsewhere, which raises red flags about job security. Meanwhile, the team in India is rapidly expanding, while hiring in Portland is much more conservative. I've seen several colleagues leave for better opportunities, and some are even waiting for severance packages. I'm curious if others have experienced similar patterns in their workplaces.
