Feeling lost after job offer delays as a new civil servant with no contract

I recently quit my job after being offered a new role as a civil servant at a local council, which I secured through a recruitment agency after being referred by the Job Centre. I went through the onboarding process and signed several documents, but never received an actual employment contract. Since then, my start date has been pushed back multiple times due to supposed IT issues. Now, the recruitment agency has gone completely silent, and I can't get any responses. I even reached out directly to the council, but all I get are automated replies saying they'll respond within 72 hours, which never happens. I've followed up numerous times with both the agency and the council, but I'm met with silence and no explanations. This situation has put me in a tough position since I left my previous job based on their assurances, and now I’m without steady income. To make matters worse, I need to move out of my sister's place by September. I'm feeling really lost and unsure of what to do next.
