Navigating Job Changes and Unemployment Benefits After a Layoff

I was laid off about a month ago due to budget cuts from my previous job. I quickly applied and received a job offer at a new company, which had a higher hourly rate than my old position. I was told the hours would be less, but I figured the increased pay would balance it out. However, after starting the new job, I found out that the hours were even fewer than I expected, and now I'm facing upcoming expenses and a rent increase next month. I'm really stressed about my financial situation and I'm wondering if I can apply for partial unemployment. Additionally, I was offered a different role at my previous job just a week before my last day, but I declined because I wasn't interested in it, even though it would have come with a raise. Now I'm second-guessing that decision and feeling regretful. I'm not sure how all of this affects my eligibility for unemployment benefits. Any advice on what I can do?
