Revamping my resume for human service jobs after recent rejections

I recently applied for several human service jobs but have faced a string of rejections, which has left me puzzled. My resume seems to perform well for non-human service positions, but I can't figure out what's going wrong in this case. I've received feedback that my resume looks more like a web landing page than a professional document. Some advised me to remove my high school information since it's not necessary, while others pointed out that my formatting is unprofessional and that I should present myself more formally. I was told that if I submitted my current resume, it might not even get past the initial screening filters. I also learned that I should incorporate specific terms from job postings, like 'case management' or 'client advocacy,' into my resume to better align with what employers are looking for. Additionally, I was encouraged to email the program manager on the same day I apply to express my interest. I realize I need to make significant changes to my resume, including aligning everything to the left, listing my past employers with their locations, and using bullet points for my responsibilities. I plan to seek out local job skills classes to improve my resume and job application skills.
