Navigating a Job Offer Dilemma: Weighing Options Between Two Government Roles

I received a job offer today from a government contractor for a position that seems solid and involves interesting work. However, there are some significant downsides: the job requires me to be in the office five days a week, and the commute is over an hour long. I would have to drive to a commuter lot 20 minutes from my house and then take a bus to the office. Additionally, the role requires obtaining a top-secret clearance, which feels quite invasive and intensive to me. I have a final interview scheduled for another government contractor next week that seems very promising. This second opportunity is hybrid, requiring only two days in the office, and the commute would be much more manageable. I was hoping the first job offer wouldn't come in until after my interview next week so I could weigh both options simultaneously. Unfortunately, I don't think I can delay my response to the first offer until next Wednesday, as it seems unlikely that the second company can expedite my interview process. I could accept the first job and then potentially turn it down later if I receive the second offer, but that feels unfair given the clearance process involved. I also work in a niche field, and I don't want to jeopardize future opportunities with a major contractor in the area. While it feels like I should turn down the first offer, it also seems risky since I'm currently unemployed. On the bright side, I'm not lacking in interviews; if the second job doesn't work out, I have another opportunity that went well and another interview lined up for tomorrow. I just want to resolve this unemployment situation, but I also want to make the right choice. I'm seeking advice on how to navigate this decision.
