Applied at Army Corps of Engineers for Unknown

It's been about four weeks since my husband interviewed for a position with the Army Corps of Engineers, and he felt really positive about how it went. On August 31st, he received a follow-up email thanking him for the interview and sharing details about the training program they are hiring for. The email mentioned that they hoped to send out tentative job offers either the following week or the week after, which would have been last week or this week. However, we haven't heard anything yet. They did reach out to all of his references the same week the email was sent, which gives us a glimmer of hope. I'm just wondering if companies typically call references only when they are seriously considering a candidate. I know I might be overthinking it, but this position is his dream job, and it would mean so much for us to live in our ideal location.
